Federal, State Government Representatives Honored at Knowledge Management Conference
Thursday, April 21, 2005 – Falls Church, VA – The United States Joint Forces Command, the Defense Acquisition University (DAU), and the Illinois Department of Central Management Services (CMS) are the winners of the 2005 Knowledge Management (KM) Awards, announced today at the E-Gov Institute’s Knowledge Management conference and exhibition in Washington, D.C. The awards, presented by the E-Gov Institute, recognize innovative KM best practices in public sector organizations.
“Knowledge management, simply defined, is a concept of gathering, organizing, sharing, and analyzing an enterprise’s resources, documents, and information,” said Mike Smoyer, General Manager, FCW Events. “KM continues to increase momentum as the discipline matures across the public sector. Our three awardees for this year’s program are at the forefront of the KM movement. We applaud the U.S. Joint Forces Command, Defense Acquisition University, and State of Illinois for their forward thinking initiatives in this area. These projects certainly serve as best practices for other government entities.”
The KM Awards Selection Committee is comprised of leaders from the public and private sectors who are actively engaged in KM programs for the government. This small, consultative body reviewed the nominations and selected best-in-class projects in the following three categories:
- Innovative Use of Technology in a Knowledge Management Solution: This award is presented to a project that utilized contemporary or leading edge commercial technology to implement a creative solution to a real business problem.
- Knowledge Management Initiative Delivering High Value to a Broad User Community/Supporting Agency Mission: This award is presented to a solution that was successfully adopted and used by a large user community.
- Initiative or Organization Successfully Using Innovative Knowledge Management Practices: This award is presented to an organization or initiative that promoted the practice of KM and information sharing to the benefit of an organization.

Innovative Use of Technology in a Knowledge Management Solution
U.S. Joint Forces Command, Joint Futures Laboratory, Collaborative Information Environment
The Collaborative Information Environment (CIE) combines information technology with complementary organizational changes and dynamic KM processes to transform future command-and-control operations. A virtual aggregation of individuals, organizations, systems, infrastructure, and processes, the CIE allows users to create and share the information needed to plan, execute, and assess joint forces operations, as well as to enable commanders in the field to make decisions better and faster than the adversary. Through a virtual information warehouse, users can extract timely, assured, and relevant information needed to accomplish their mission. Rapid access to the volumes of libraries available to the CIE, combined with the ability to collaborate quickly with domain experts, enables commanders and staffs to produce superior courses of action and achieve an exceptionally high degree of shared battlespace awareness.

Defense Acquisition University, DoD Acquisition, Technology and Logistics Knowledge Sharing Systems
Defense Acquisition University’s (DAU) Knowledge Systems provide the DoD Acquisition, Technology and Logistics (AT&L) workforce and their partners with the tools and resources they need to improve job performance anywhere and at anytime. DAU is accomplishing this for the Office of the Secretary of Defense for AT&L by integrating learning assets and maintaining a continuous presence to the workforce via online communities of practice and knowledge systems in support of AT&L Performance Learning Model (PLM). The AT&L Knowledge Sharing System (AKSS – http:akss.dau.mil), a key KM component, serves as the central gateway for all AT&L resources and information, and communicates acquisition improvement initiatives. As the primary reference tool, it provides a means to link and share information and reference assets from a wide range of organizations and disciplines into an integrated, but decentralized information system. The Acquisition Community Connection (ACC – https:acc.dau.mil) is the collaborative arm of the system that complements the existing information resources located on the AKSS. The ACC consists of publicly accessible knowledge communities whose goal is connecting people with know-how across government and industry.
The 10,000 members of the ACC today are dispersed across DoD services/agencies (about 60% of the registered members), private industry (about 30% of membership), and a combination of federal, state and local government employees. Membership has grown from 2,000 to over 10,000 in less than 2 years, and continues to grow to support a larger acquisition audience in the vicinity of 1.5 million potential users. AKSS and ACC have facilitated communications, collaboration and sharing between DoD services/agencies on a wide spectrum of topics, and improved access to acquisition information, resources, and tools across the DoD – to include the sharing of service developed products and tools.
Initiative Successfully Using Innovative Knowledge Management Practices
Knowledge Management Division, Bureau of Strategic Sourcing and Procurement, Central Management Services, State of Illinois
As part of its reorganization to become a more effective service agency to state government, the Illinois Department of Central Management Services (CMS) – the chief procurement agency for the State of Illinois – created the Bureau of Strategic Sourcing and Procurement (BOSSAP), which began the process of revolutionizing the way goods and services are bought by the state.
It separated the agency’s procurement function into five separate “portfolios” that provide outreach to various procurement staff throughout state government offices. To aid them in their effort, BOSSAP created the Knowledge Management Division to supply the five portfolios with research, professional development, administration of procurement systems, contract compliance, and procurement call center.
This Knowledge Management system has helped save over $100 million, out of an estimated FY04 procurement spend of about $7 billion, in its first full year of operation. It has saved money with a homegrown system launched on Lotus Notes, not with brand-new technology costing millions of dollars. The Lotus-based system was designed for five taxonomies: Strategy & Performance, Market Intelligence, Procurement Intelligence, Vendor Negotiations, and Experts. The data can be viewed in three ways: by taxonomy, by category, or by portfolio in ways the entire organization can leverage. While the Lotus Notes system has been an early success in getting employees involved with the concept of KM, CMS officials view the application as a model that may be expanded on with portal technology to provide easily accessible information across the nation. The KM Division minimizes reinvention and knowledge evaporation, and integrates business functions with related knowledge thus creating a connected and continual learning environment.
